Minutes of Meeting—February 20, 2003
A meeting of the Hudson Conservation Commission was held in the Hudson Town Hall, 78 Main Street, Hudson, Massachusetts. At 7:00 p.m., Chairman Martin Moran called the assembly to order.

Mr. Poole submitted revised plans dated Feb. 19, 2003, which includes a plastic liner as requested by Mr. Rodrigues at the commission’s Feb. 6, 2003, meeting.
Mr. Esteves sought assurance that no snow would be lifted over the chain-link fencing and dumped in surrounding wetland areas. Mr. Carriere said snow will either be plowed to areas within the fenced site or trucked off-site.
Mr. Wood asked the applicant to agree to weekly visual inspections of the catch basins and sediment tanks. Mr. Carriere agreed.
Minot Wood, seconded by Jose Rodrigues, made a motion to close the public and issue an Order of Conditions for 49 Forest Avenue in accordance with the plan entitled “Proposed Pavement Storage Area Plan in Hudson, MA” as drawn by Zanca Land Surveyors of Stow, MA and dated February 19, 2003 with the following conditions:
18. Prior to the beginning of work, the applicant shall:
a. Properly install all siltation controls according to the plans approved by the Conservation Commission.
b. Provide the Board & Committee Coordinator with the name and telephone number in writing, of the person who will be immediately responsible for supervision of all work on the project site and compliance with this Order of Conditions. The Board & Committee Coordinator shall be notified in the event that the site supervisor or contractor is changed.
c. Clearly mark the limits of work in the field and instruct all workers not to work beyond the limits.
d. Notify Board & Committee Coordinator of the date upon which work will commence.
19. No excavated material shall be disposed of in violation of any local, state, or federal laws.
20. Prior to the issuance of a Certificate of Compliance, the site shall be stabilized with vegetation or other measures approved by the Conservation Commission.
21. Prior to the issuance of a Certificate of Compliance and after the site has been stabilized, all erosion controls shall be removed from the site.
22. Prior to the issuance of a Certificate of Compliance, the applicant shall submit to the Conservation Commission for review and approval an as-built plan and a letter of compliance stamped by a registered professional engineer. Said plan and letter shall show that all conditions of this Order have been complied with in a satisfactory manner.
23. The Stormwater System shall be maintained in accordance with the recommendations contained in the Stormwater System Maintenance Plan submitted with the NOI. Reports on the maintenance of the stormwater system shall be submitted annually to the conservation Commission. In addition, there shall be a weekly visual inspection of the catch basins and sediment tanks.
24. The entire paved area shall be underlain with 12-mil solid polyethylene.
25. Snow shall be stored within the fenced area or removed from the area. No snow shall be put outside the fence.

Upper Assabet Riverways Plan
Present was: Heather Bruce, SVT
Ms. Bruce presented the plan to the Commission. The 2003 plan is a comprehensive update of a 1986 plan, which focused on water quality and other issues. Ms. Bruce noted that in the 1960s, the Assabet River was classified as a Class D river; now it has improved to Class C, and very close to Class B.
The 2003 plan covers three main issues: 1) water quality, 2) bio diversity, and 3) recreation. It offers several recommendations in all three categories and identifies lands in need of protection.
Martin Moran, seconded by Minot Wood, made a motion to send a letter of support to the Massachusetts Environmental Trust regarding OAR’s recent grant application to continue the work on the report.
Vote: 6-0-0 unanimous
National Flood Insurance Program
Mr. Moran asked that any comments by Commission members regarding a letter from the FEMA Map Coordination Contractor to the Town of Hudson be directed to him.
